Commission. It seems to be for the Secretary

of State to decide whether he is prepared to

take the matter up. On the whole my personal

inclination is to pursue the Governor's proposal.

If we do so I think we should be prepared to

press it whole-heartedly. If we cannot do

that it will be far better to reject it immediately

and so get some credit with Sir Malcolm Delevingne

instead of sending it for his observations and

weakly agreeing to its rejection when he makes

some show of opposition.

If it is agreed to support Sir C.

Clementi, I would propose in the first place

to send a copy of the despatch to Sir Malcolm Delevingne semi officially with a letter

expanding arguments in favour of the proposal

outlined above. A copy of the letter and

despatch should be sent to Mr. Mounsey, Foreign

Office.
